The Navy Federal Parking Deck is a 6 story precast structure that provides 1,115 parking spaces for Navy Federal employees. The precast structure was erected around a 15,000 sf. cast in place concrete Central Energy Plant that was being constructed concurrently with Building 2. The two freestanding structures combine to create a total of 434,255 sf. of new parking, maintenance facility offices, and electrical/mechanical space to serve the entire Navy Federal Heritage Oaks Campus.

The Central Energy Plant serves as the heart and lungs of the campus. The electrical systems provide 10 megawatts of generating capacity with a fully automated switchgear system connected to the campus through various duct bank systems. The mechanical systems include 1,600 tons of water cooled chiller capacity and 400 tons of air cooled chiller capacity which is fully automated and connected to the campus through underground pre-insulated piping systems. The system is highly diversified and unique, with features such as a chilled water heat exchanger and chemical free condenser water treatment system. The plant also houses the Fire Pump room which consists of two redundant fire pumps that provide fire protection throughout the campus.

The Parking Deck is a dual ramp precast structure supported by over 800 20” diameter pressure grouted auger piles. The exterior is partially covered by architectural features such as thin brick veneer, precast panels, zinc interlocking panels attached to a structural steel “fold wall,” and epoxy coated cabling. Some of the Green features of the Parking Deck include; a high albedo traffic membrane on the top level that reduces heat island effect, landscaping using native and adaptive species that require no water; specialized lighting to prevent light pollution, and significant recycled content in the materials utilized.
